RAIN OUT LINE POLICY STATEMENT
To facilitate the provision and accessibility of playing fields within the Town of Cochrane by local and visiting clubs or informal groups who are designated and approved to play on fields within the Town of Cochrane. All groups that utilize said fields must adhere to all applicable policies.

REASON FOR POLICY
To establish a Rainout Line for access by local and visiting clubs to determine field utilization and field closures within the Town of Cochrane.

APPLICABILITY
This policy applies to all local/visiting clubs/teams and user groups both competitive and recreational.

PROCESS
Cochrane Rain Out Line 851-2552

The Town of Cochrane and Cochrane Rangers Soccer Club are responsible for determining access and playability of playing fields within the Town of Cochrane. Fields will be assessed on days of inclement weather or when field closures are necessary and decisions will be made by 4:00 p.m. on weekdays and by 9:00 a.m. on weekends.

The Town of Cochrane and a representative of Cochrane Rangers Soccer Club will be responsible to access the Cochrane Rainout Line and utilize the voice mail system to indicate field closures.

All groups who are designated to play on Cochrane Fields can access the Rain Out Line by calling 851-2552.
The following Cochrane Fields are active within the above policy:
  • Ranger Fields (Rotary Park)
  • Bow Ridge
  • Mitford Pond
  • West Terrace
  • Glen Eagles
  • Matt Krol
  • West Rock (across from Smitty’s)

DEFINITION OF FIELD CLOSURES
Fields may be closed for the following reasons:

  • Excessive snow fall
  • Excessive rain fall causing fields to be dangerous
  • Grounds which are under repair
  • Fields that are annually closed for rotational recovery
  • Grounds which are annually top dressed
  • Grounds that have excessive standing water
  • Or other situations which are beyond the control of the Town of Cochrane and the Cochrane Rangers Soccer Club.

GROUNDS CLOSURES DURING GAMES
It may be necessary to close fields during games that are underway. Activity on fields during/after excessive downpour of rain/snow will jeopardize turf sustainability.

A Town of Cochrane or Cochrane Rangers designate will have the authority to stop any game that he or she determines to be harmful to Cochrane fields.

TEAMS AND PLAYER RESPONSIBILITIES
It is the responsibility of each user group to ensure that all affected parties are aware of the 851-2552 Line and field access policies. It is expected that all user groups will support the purpose and respect the policy for field closure.

Any team or group who plays on closed fields risks the right to future field access and/or a fine of $75 (maintenance surcharge) per occurrence.

STATEMENT
It is the intent of this policy to make sure that Cochrane Fields are playable and safe for its users. Every effort will be made to consider the demands of league schedules and need for consistent usage. This policy is designed in response to long time concerns of user groups to not only minimize field degradation but to improve turf quality for all participants to enjoy and take pride in.
